Amending the regional planning documentation is addressed in Act No. 183/2006 Coll. (Construction Act), Sections 43 through 46, Sections 50 through 54, Sections 47 through 49 where appropriate, and Section 55 in detail. The Master Plan of the City of Pilsen is updated through amendments in regular biennial cycles. The formalities for filing proposed amendments to the Master Plan of the City of Pilsen are laid down in Part 5, Section 11a of Decree No. 9/1995 of the Chartered City of Pilsen, on the Binding Parts of the Master Plan of the City of Pilsen, as amended.
 
Proposed amendments to the Master Plan may be filed by the government authorities, organisations, civic associations and initiatives, and legal and natural persons who are affected. Title to the land plots must be proven. Proposed amendments to the Master Plan of the City of Pilsen should be filed either with Pilsen Municipality’s Construction Administration Department (responsible for commissioning the Master Plan of the City of Pilsen) or with the Urban Planning and Development Institute of the City of Pilsen (responsible for drawing up the Master Plan of the City of Pilsen). Proposals should be filed on the form provided in Annex 6 to Decree No. 9/1995 of the Chartered City of Pilsen, on the Binding Parts of the Master Plan of the City of Pilsen, as amended.
 
Amendments to the Master Plan which serve the interests of the city as a whole (e.g. certain transportation structures, cemetery expansion) or which will prevent the area from incurring damage (e.g. flood protection measures) may, based on a decision by Pilsen City Council, be discussed separately in emergency proceedings. Amendments to the Master Plan take effect once they have been approved by Pilsen City Council and promulgated in a general technical decree.
