The Master Plan of the City of Pilsen defines stabilized zones and proposal zones. The proposal zones include development zones, and redevelopment areas are a special type of development zone. Development and redevelopment zones are specified in Map No. XIV. – Development zones of the Master Plan of the City of Pilsen. Annex 5 to Decree No. 9/1995 of the Chartered City of Pilsen, on the Binding Parts of the Master Plan of the City of Pilsen, as amended, gives a list of all development zones subdivided into:

  a.  Housing development zones
  b.  Mixed development zones
  c.  Other development zones
  d.  Development zones for manufacturing

This is one of the most dynamic parts of the Master Plan of the City of Pilsen, because development zones gradually change into stabilized zones as development moves ahead. Use of housing development zones also helps to reduce the consequences of suburbanization and the resulting falling numbers of Pilsen residents.

For each development zone a detailed description is drawn up and basic terms and conditions are laid down for the development. The description contains information concerning the present and proposed use of the zone, the type of development, the area of the zone, ownership, the options for linking the zone to the transport and technical infrastructure, the main constraints on development within the zone, etc. Information on development and redevelopment zones is updated simultaneously with the process of preparing standard amendments, i.e. in biennial cycles. In the event of major changes in the development terms and conditions (e.g. the implementation of higher-priority utility services, significant changes in ownership, etc.) the update will be fast-tracked. The most recent update was drawn up in December 2008.
